GnuPG

GnuPG (GPG or GNU Privacy Guard) is a complete and free implementation of OpenPGP standards defined by RFC4990 GnuPG can be used to encrypt messages. It may be unlawful to use GnuPG in countries that have regulations on the use of cryptographic software. In January 2000, the US Department of Commerce relaxed the rules about exporting cryptography, in particular for free software projects.

PuTTY

PuTTY is a free implementation of SSH and Telnet for Microsoft Windows and UNIX-Based Operating Systems.

Use of PuTTY is illegal in countries where encryption is illegal. It should be legal to use PuTTY in the United States and in many other countries, but I am not a lawyer (or studying law), so if in doubt you should seek legal advice before downloading. You may find useful information at cryptolaw.org.
